Ras el Hekma, which means "the head of wisdom" in Arabic, is a cape with stunning beaches, turquoise waters, white sand, and archaeological and natural attractions. It has been a popular destination for tourists and investors, especially from the Gulf countries, who have built luxury resorts and villas along the coast.

However, in collaboration with UN-Habitat, the Egyptian government has a bigger vision for Ras el Hekma: to transform it into a socially, environmentally, and economically sustainable waterfront city that will serve as a model for the future of urban development in Egypt and the region.
The plan for Ras el Hekma Waterfront New City is based on six fundamental principles:
- Giving a solid identity to the place by preserving its natural and cultural heritage and creating a distinctive urban design and architecture that reflects its Mediterranean character.
- Transforming the city's productive economy by diversifying its activities beyond tourism and promoting innovation, entrepreneurship, education, research, agriculture, and fisheries.
- Making the city resilient by deploying new sustainability standards for climate change adaptation, water and energy management, waste reduction and recycling, and green transportation and mobility.
- Putting people at the center of urban development by ensuring social equity, inclusion, and participation and providing affordable housing, quality public services, health care, education, and recreation for all residents and visitors.
- Introducing futuristic mobility options by creating a multimodal transportation system that connects the city with the rest of the country and the region and offers safe, efficient, and accessible modes of travel, such as electric buses, trams, bikes, and boats.
- Placing Ras el Hekma on the global map by attracting national and international investments, partnerships, and events and showcasing the city as a flagship project for Egypt's new cities development program.

The project is expected to be completed by 2028 and will cover an area of about 200 square kilometers, with a population of about 400,000. The project is also expected to generate significant revenues and foreign currency for the Egyptian economy and create thousands of job opportunities for the Egyptian youth.
Ras el Hekma is not just a dream but a reality shaped by the collaboration of the Egyptian government, UN-Habitat, and other stakeholders, including the private sector, civil society, and the local community. Ras el Hekma is a new waterfront city for Egypt's future that will offer its people a better quality of life and positively impact the Egyptian economy and society.
